Councilm~ber introduoed the following resolution, the <br />reading of which was dispensed with by unanimous consent, and <br />mo~ed its adoption: <br /> <br /> CITY OF RA~B~ <br />OOUNTY OF ANOKA <br />STATE OF M~NESO~A <br /> <br />I <br />I <br />I <br />I <br /> <br /> BE IT RESOLVED by the City Council (the "Council') of the <br />City of Ramsey, ~linnesota (the "City"), as follows: <br /> <br />Section 1. R~itals <br /> <br />I 1.01 It has been proposed that the City establish <br /> Development District No. 1 and extablish Tax Increment Financing <br /> District No. 1 therein and approve and adopt the proposed <br />I Develolznent Program and proposed Tax Increment Financing Plan <br /> with respect thereto, all pursuant to and in accordance with <br /> Minnesota Statutes, Chapter 472A, as amended, and ~ <br /> <br />i Statu~, Sections 273.71 to 273.78, inclusive, as amended. <br /> 1.02 ~he (bm=il bas investigated the facts and .has caused <br /> <br /> to be prepared a proposed Modified Development Program for <br />i District No. 1 defining more precisely the <br /> Develoll~ent <br /> p?operty <br /> to be inclu~d in Develol~ent District No. 1 and describzng the <br /> <br /> action to be undertaken by the City to aid the development of <br />I Development District No. 1, and has caused to be prepared a <br /> proposed Tax Increment ~=in~ Plan defining more precisely the <br /> <br /> property to be included in Tax Increment Financing District No. 1 <br />I and other matter relating thereto. <br /> 1.03 ~i~e City has performed all actions required by law to <br /> be performed prior to the establishment of Development District <br />I No. 1, the establ~t of Tax Increment Financing District No. <br /> 1 and the adoption of the proposed Development Program and <br /> proposed Tax Increment Financing Plan relating thereto, <br />I including, but not limited to, notif.icati, on of Anoka County and <br /> School District No. 11 having taxzng jurisdiction over the <br /> <br />property to be included in Tax Increment Financing District No. <br /> <br />I 1, a re~ie~ by the City Planning Commission of the proposed <br /> Modified Development Program for Development District No. 1 and <br /> <br />the proposed Tax Increment Financing Plan-for Tax Increment <br /> <br /> Financing District NO. 1 and the hol. ding of a public hearing upon <br />I published and mailed notice as requ~£ed <br /> <br /> <br />
