e) ~t the propo~d use will not be dstrimental to persons I residing or working in the vicinity of the use or the general public and will not substantially impair the enJ~ or value of properties in the area. I 8. ~hat the Criteria for Apix(wal/Disapp~cwal are as follows~ I I I I I I a) That the Appli~t's request is to hold an annual game fair I in an R-1 District and that properly maintained, this should not be detrimental to or endanger the public health, safety or general welfare and is not contrary to other 9overn~entai standards of regulations/ b) That the proposed use should not be unsightly or undesire- able or o~noxious in appearance and it should not hinder the dsvelo~ent of the R-1 district of the City; c) That adequate water supply and sewage disposal facili- ties will be lxovided on the site; and d) That adequate parking and drainage will be pro- vided. 9. ~hat the Performance Standards are as follows: a) That fire protection is provided by the Cities of Anoka and Elk River, and the proposed use should not create a fire hazard; b) ~hat electrical disturbances are not applicable; I I c) That any noise created is of a temporary nature and will be within the performanoe standards noted in the City (Dds; d) That vibration disturbance is not applicable; e) T~at malodorous gas or matter is not applicable; I I f) That air pollution is not applicable; g) That there will not be lighting devices which produce objectionable direct or reflected glare on adjoining properties and thoroughfares; and I h) ~at erosion by wind or water is not applicable. 10. ~hat the City reserves the right to inspect the property at any time during the proposed use if it receives complaints from adjoining property owners. 11. ~e Ramsey planning and Zoning Commission reviewed this request at its July 2, 1985 meeting and recommended approval of the request. -2-
