City Attorney Goodrich <br />stated that if the City Gouncil adopts the ordinanoe, it will be published <br />again and does mot heo0me effective for 90 days. Ge amemdment will rem~e the <br />Charter requirement that resolutions and ordinances be read prior to adoption <br />unless there is a ~%animous (x)nsent of (b~%cil ~ot to do so; ordinanoes and <br />resolutions will still have to be presented in writing prior to adoption. <br /> <br />Mayor Heitm~n explained that during charter formation, ~o~cil adopted an <br />ordinance that was presented at the last minute; as a result, the Charter <br />__~k~m_ ission ~ written the reading requirenent into the Charter to prevent a <br />similar situation from ha~ again. T~e requirenent ~as proved to be <br />an um~orkable situation as ons councilor oontends that requiring a reading, <br />unless (b~cil goes through the motions of dispensing with each reading, is a <br />reverse prooedure. Mayor Be~t~3n stated that the change to the (2tarter is very <br />minor; if the G~uncil majority wants a resolu~cion or ordinance read, it will be <br />read. <br /> <br />O~un~r Scklueter noted that ordinanoes still cannot be adopted the same <br /> June 25, 1985 <br /> <br />l~ge 1 crE 2 <br /> <br /> <br />
