Mayor ~eitman explained that citizens have c~ses on the <br />Gouncil agenda; they attend the Go~ncil meeting to be present for their case; <br />in Cbuncilmenk~r Oox's efforts to make his point, he does not give bis oonsent <br />to waive the reading of resolutions; Oouncil's time is spent listenin9 to <br />Gouncilmember Gox read resolutions rather than attending to business. Mayor <br />Heitman stated that he feels the charter a~endment is not neoessary but <br />Councilm~nber Gox's point is valid and (k)uncil is acting on it. <br /> <br />Gouncilmmber Oox stated that in years past, it has always been the right of <br />any cie-{~.en to request and have the opportunity to know what is transpirin9 in <br />regards to action being taken by the Gouncil; the citizens should have and do <br />have that right. Oouncilmember Gox stated that he bas proved the point that <br />the Charter requirement allows the opportunity for one oouncilperson to slow up <br />the meetings by ~ot cx)nsenting to waive the reading. Gounc~r Gox also <br />noted that it is difficult for the Mayor to keep bis thoughts in order when <br />frc~ time to time he has to interrupt that thought to take care of procedural <br />matter. Go~cilmember Oox stated that ~obody's rights are being jeopardized; <br />anybody has the right to request that a resolution or ordinance be read or it's <br />eontext understood. Ooun~r Oox stated that there are other areas of <br />conoern in the C~arter that ~e wants addressed. <br /> <br />~here was no further citizen input. <br /> <br />Motion by Ooun~r Schlueter and seconded by ~om~cilmember Gox to adjourn <br />this im;b!ic hearing. <br /> <br />Motion carried. Voting Yes: Mayor Heitman, Gouncilmenbers Sorteberg, Gox, <br />Reimann and Sc~lueter.
