'1 I I I I I i I i I I I I i I I I I capital expenditures necessary to control excessive volumes and rates of runoff; (b) improve water quality; (c) prevent flooding and erosion from surface flows; (d) promote groundwater recharge; (e) protect and enhance fish and wildlife habitat and water recreational facilities; and (f) secure the other benefits associated with the proper management of surface water. SECTION II Lower Rum River Watershed Management Organization 2.1 Establishment: There is hereby established the "Lower Rum River Watershed Management Organization" whose membership shall be appointed in accordance with the provisions of this section~ and whose duties shall be to carry out the purposes contained herein and whose the boundaries of which are as shown in Appendix B which is attached hereto and incorporated herein by reference. The Rum River Watershed Management Organization, hereinafter referred to as the "Organization," shall be constituted as described in Section 2.2. 2.2 Membership Appointment: The governing body of each party to this Agreement shall appoint one representative to serve as a member of the Organization. Each dues paying member shall have one vote. Membership on or representatives to the Organization shall be evidenced by resolution of the governing body of each party, filed with the Organization. 2.3 Term: The members of the Organization shall not have a fixed term but shall serve at the pleasure of the governing body of the party appointing such member to the Organization.
