I <br /> ! <br /> I <br /> <br /> I <br /> ! <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />JOINT POWERS AGREEMENT TO ESTABLISH THE LOWER <br />RUM '.RIVER WATERSHED MANAGEMENT ORGANIZATION <br /> <br /> This Agreement entered into as of the date o[ execution by <br />and between the Cities of: <br /> <br /> Andover <br /> Anoka <br /> Coon Rapids <br /> Ramsey <br /> <br />for the establishment of a watershed management organization. <br /> <br /> ~fltEREAS, the municipalities to this Agreement have authority <br />pursuant to Minnesota Statutes 471.S9 to jointly or cooperatively <br />by agreement exercise any powers common to the contracting bodies <br />pursuant to 473.877; and <br /> <br /> ~FAEREAS, the cities bound into this Agreement desire to <br />prepare a surface water management program for the purpose o£ <br />management of the programs required by Secs. M.S. 473.87S to <br />473.833. <br /> <br /> NOW, THEREFORE, the parties to this Agreement do mutually <br />agree as follows: <br /> <br /> SECTION 1 <br /> <br /> General Purpose <br /> <br /> 1.1 It is the general purpose of the parties to this <br />Agreement to establish an organization to jointly and <br />cooperatively develop a Watershed Management Plan and a Capital <br />Improvement Program for the pHrpese of following purposes: To <br />preserve and use natural water storage and retention systems in <br />order to (a) reduce to the greatest practical extent the public <br /> <br /> <br />
