Every <br />contract for the purchase or sale of merchandise, materials or <br />equipment by the Organization shall be let in accordance with the <br />uniform Municipal Contracting Law, Minn. Stat. Sec. 471.34S and <br />the Joint Exercise of Power Statute, Minn. Stat. Sec. 471.S9. No <br />member or employee of the Organization or Officer or employee of <br />any of the parties shall be directly or indirectly interested in <br />any contract made by the Organization. <br /> <br /> 3.11 Works of Improvement: Works of improvement for <br />protection and management of the natural resources of the. area, <br />including but not limited to, improvements to property, land <br />acquisition, easements or rights-of-way, may be initiated by: <br /> <br /> 1. Recommendation of the Organization to a party or <br /> parties; or <br /> <br /> Z. Petition to the Organization by the governing body of a <br /> party or parties. <br /> <br /> Where works of improvement are recommended by the <br />Organization, the Organization shall first determine whether such <br />improvement will result in a local or regional benefit t6 the <br />Area. Where the Organization determines that the benefits from <br />the improvement will be local, or not realized beyond the <br /> <br /> <br />
