The Council
.Personnel Committee will have to provide Council ~ith the requested
ilinformation, as it is not contained in the Personnel Committee
~imeeting minutes.

~Item E: Federal Fair Labor Standards Act:

Enclosure (D2-o) contains the Anoka County Attorney's letter dated
June 6, 1985 to the Anoka County Board which explains the Federal
Fair Labor Standards Act and how it affects the public employee.
Please refer to enclosure B-10 of this agenda for the July 11, 1985
Personnel Committee meeting minutes.

The affect of this act on the City of Ramsey perhaps will be as
follows:

a) Our employees covered by AFSCME Council #14 will probably
fall within the non-exempt employee category;

b) All earned compensatory time. will probably have to be paid
as overtime.

;ouncil Act ion:

We ~ill have a recommendation available at the meeting.

Item F:

Placinq City Staff and Councilmembers in Difficult

Situations:

We have discussed the issue of placing City Staff in awkward
positions by acting on major issues that come through citizen input
at the Council meetings. The Staff must not stop a citizen from
coming before Council, but you don't have to act on the person's
request at that time. Please refer to enclosure B-10 of this agenda
for Personnel Committee meeting minutes of July 11, 1985. We will
discuss this issue further at the meeting.
