This Committee was appointed by the City <br />Council earlier this year. <br /> <br /> 2) Ramsey has proposed draft legislation which has <br />been sukmitted to Senator Dahl and Representative Hartinger <br />regarding compensation and. mitigation measures for communities <br />hosting landfill facilities. · ~his legislation was not introduced <br />this past session but will be in 1986. ~owever, it is my <br />understanding that hearings will be conducted on this legislation <br />during the interim legislative sessions. It is also my <br />understanding that there will be hearings held in the City of <br />Ramsey regarding these issues. The proposed legislation is <br />designed to address the major economic effects of the landfill on <br />the City (i.e. protection of homeowners' investment, providing <br />remuneration to homeowners from a regional fund in cases of <br />contamination created by the landfill, and the ability to <br />reimburse the City for any tax losses incurred due to decreased <br />market values). <br /> <br />~he Airport Master Plan Study is nearing completion and will be <br />coming before the City Council for a policy decision this year. <br />Several public hearings have already been conducted on this <br />critical issue and it is anticipated that the next public hearing <br />will be conducted in August, 1985. It is imperative that each of <br />you attend the upcoming hearing in August in order to -provide the <br />necessary citizen input to the City Council which will be <br />considered when making the decision on this matter. It is my <br />sincere hope that you will take the time to get informed on this <br />technical issue due to its potential for long-term effects-On th~ .......... <br /> <br />Qther P~oje~ts <br /> <br />There are several other issues that will be before the City <br />Council later this year. A study of a possible highway <br />connection between Anoka's_Thurston .Avenue-and-the City of Ramsey <br />is in Progress. As you know, the Rum River Bridge crossing is <br />currently at a standstill due to the lack of federal funds for <br />this pro~ect. It should be noted that this is a County project <br />with the City dedicating right-of-way land on the Ramsey side. <br /> <br />City_ Commissions <br /> <br />-2- <br /> <br /> <br />
