The Ramsey Planning Commission is currently working on a major
undertaking - revamping the zoning and subdivision chapters of
the City Code. The City Council will be receiving a draft of
these revised chapters in the near future. In addition, the
Planning Cxmmission is responsible for reviewing all requests for
platting, subdividing, conditional use permits and rezoning.

The Ramsey Park and Recreation CXml~ission is currently completing
a lighting study for the soccer and softball field at Central
Park. This Commission also plans for other park improvements.

The Ramsey Economic Develo~ent Commission is concentrating on
assisting and enoouraging the expansion of businesses located in
Ramsay as well as encouraging new bus. inesses to locate in Ramsey.
The Ramsey Airport CommisSion is overseeing the develo~ent of
the Airport Master Plan that I mentioned earlier.

City_ Accomplis~nts

1) Long Term Financial Plan: The City's Long Term
Financial Plan was completed as required by the City Charter.
This Plan requires an extensive layout of the City's plans for
spending tax dollars and other revenues that the City receives'
during its fiscal year. It further requires the City to
establish expenditure plans for the next five years.

2) 1985 Operational Budget: This document is very
comprehensive and fully explains the City's Operations for 1985.
Both are unabridged versions with full detail and an abridged
version is also available for public review.

I
I
I
I
I
I
I

3) 1984 City Audit (Comprehensive Annual Financial
Report for the Year Ended December 31, 1984): The City of Ramsey
is one of the few cities that prepares its own Comprehensive
Annual Financial Report. An independent audit firm reviews
this report and renders an opinion on it. It should be noted
that the City also suhnitS this report to 'the Government Finance
Officers Association for review. For the past three years, the
City has received the-Certificate of f~nformance-for---fi-nahciaI ..................
reporting. ]his is the highest award a city can receive for the
maintenance of its financial syst~n.

Please r~te that copies of all these documents are available for
public review at the City Hall or Anoka County Library. In
addition, copies of these documents can be purchased at City
Hall. I would request that residents review these documents since
they provide significant insight-into-theCity!s cur-rent-operations
and future plans.

4) The City of Ramsey received an upgrade in its bond
rating from Moody's Investment firm of New York City in early
1985. The Cities bond rating was improved from Baa-1 to A-1. It
is quite unique that a ten year old developing suburb like Ramsey

I
I

-3-
