However, as greater demands are

I placed on the City, staffing requirements will increase. As
staffing increases, so do budget costs. Some staffing increases
will be less visible to the publi6 than others, but they will
provide greater benefit 'to the overall maintenance and
I of the Currently, the has an
development
City.
outstanding
staff. The staff is small in number yet is well-trained
and has served the City extremely well. In 1984, the City
I installed a computer system which has been successfully
incorporated into all facets of the City's operations..

I Problee~ Facing_ the City_
1) Landfill= The present landfill (the Anoka

i LandfLll) will continue to be a problem. A solution to this
problem will be the adoption of legislation to protect
hcmeowners whose berne values are affected by the landfill and the
restoration of a possible decrease of the City's tax base.
I 2) Proposed Site P: The City is very much opposed to
the siting of a second landfill facility (Site P, adjacent to the
I present landfill operation) in Ramsay. We are working very hard
to ensure that the development of Site P is not a reality.

i 3) Drainage: As you have read in t.h.e papers,
neighboring coemunities are also suffering from terrzfic ~rainage
problems. Some of this-is due to the-cyclical nature of

precipitation patterns, but much is also due to increased
I dev~o~ in the City. As the
more
develolmnent
occurs,
9round
can absorb less water and greater runoff occurs. As a result,

water collects in areas where it is normally high and dry. The
I resolution to this problem will be the construction of storm
sewers and/or ditches to protect residents and normally high

pro, arty. However, final approval for this construction remains
I in your hands, the Citizens of Ramsay.
4) Dogs and Zoning: The City is receiving complaints

i regarding dogs running at large and residents in violation of
the City's "nuisance' ordinances. The solution to these problems
is that residents are going to have to police themselves. It is
usually evident when we are violating our neighbors' rights by
I subtracting from the value of their when
neighborhood
we
use
our
yards as garbage dumps. As with any problem that involves

I -- 4 --
