Councilmember I-Iendriksen stated he agreed with Mayor Gamec that 30¢ is a reasonable charge <br />for a page. If someone pays by the year for an agenda, we should be able to do it at a cost of less <br />than 30¢ a page but we cannot compete with 3¢ a page. Doing it in-house is not as efficient as <br />doing only copies. <br /> <br />Mr. Kurak added that it would be more desirable to get the packet prior to the meeting. <br /> <br />Councihnember Hendriksen inquired of Mr. Kurak if the City sets the fees somewhere in the <br />middle, would that be agreeable. <br /> <br />Mr. Kurak replied that would be fine. <br /> <br />Councilmember Hendriksen felt that $522 is what should be recommended to the City Council. <br /> <br />Mayor Gamec stated that he is looking at personnel costs too. <br /> <br />Councilmember Hendriksen said the fee could be $600 and he also felt that the fee should be <br />raised on the other two options too. <br /> <br />Mayor Gamec suggested raising the agenda page only fee to $20 per year and the agenda mailing <br />with cover sheets to $125 per year. <br /> <br />#3: Makens Property Redevelopment Consultant Proposal <br /> <br />City Administrator Norman showed the Makens property on the map and stated that the City has <br />hired Hoisington Koegler Group, inc. to identify sites and make recommendations. He pointed <br />out that we are getting many requests about a rail industrial park - they want to work on a spur <br />for the rail. If we are able to do clean up of that site - make it ready and work with the Railroad <br />to put a spur there - we can make a very attractive rail site. He has business owners bringing <br />"bosses" in from out of state to talk with him about this. We would be utilizing TIF but not <br />operating the same as we have been with free land. He has talked with Interstate Lumber, <br />Tamarack and Boise Cascade. He stated that rather than send this through the EDA, he needs <br />some consensus from the Council. Mr. Norman added there are moneys available for clean-up - <br />some sources being MnDTED, Met Council Petro Fund, etc. He proposed the consultants would <br />be tying up lose ends, negotiating with property owners, working with the railroad companies, <br />etc. We do not have in-house staff to do this work fight now. He cannot give this to Mike <br />Mulrooney because he's on the tail end of this - this is prep work. We just authorized Evergreen <br />to do #47 and also 153/155. They will be bringing the final package back to the City. This is a <br />bit more complicated - this is the area they specialize in. <br /> <br />Mayor Gamec stated he would like to see the area cleaned up for good and expressed his concern <br />about what might be buried on the property. <br /> <br />Councilmember Hendriksen inquired if the fear is contamination. <br /> <br />City Council Work Session - May 18, 1999 <br /> Page 3 of 8 <br /> <br /> <br />
