Director of Public Works/Fire Chief Kapler stated that he talked with Norm Bury of Bury
Carlson and that equipment rotates between three plants.

Councihnember Hendriksen stated that as long as we have stench from the plant, we will never
have anything better in that area.

Councihnember Zimmerman inquired what access onto Highway #10 would they use.

Mr. Norman stated that the City would propose that 143rd be completed - that's where newer
businesses would come in.

Councilmember Hendriksen suggested we should know the environmental issues prior to doing
anything.

Councilmember Zimmerman noted that each community has taken their fair share of recycling
businesses. We are lucky to have these types of businesses or we would have three landfills.

Mayor Gamec agreed, but the key is to have good businesses - screening and cleaning up is
good.

Consensus of the Council was to draft a case to bring to a subsequent Council agenda for
consideration.

#4: Commuter Rail Station Consultant Proposal

This case was removed from the agenda.

#5: Sunwood Drive Neighborhood Forum

City Administrator Norman stated that we had a Sunwood Drive neighborhood meeting and left
it with the promise we would meet with the City Council. How do we want to structure this? He
did not get a hold of Larry Bakken and he will be out of the country for two weeks.

Mayor Gamec stated that the neighborhood wants answers from the Council.

Councilmember Hendriksen inquired what our resolve is relative to housing and roads. He
suggested the roads have been planned for a long time and he felt we should go with that plan.
Second, if that type of project is coming to Ramsey, that's a good place for it, however, he is not
going out of his way to make that happen.

Councihnember Zimmerman stated that he would definitely stick with the Sunwood Drive
project. He suggested it has "been on the books" for quite some time - it should go through. We
should come to some sort of agreement. With regard to housing, they want something built that
will not substantially devalue their neighborhood.

City Council Work Session - May 18, 1999
