Mayor Gamec inquired about getting tax values of homes in the Coon Rapids area. He added
there is no problem with Sunwood Drive. Housing - are we tied because of the commitment we
made? In addition, what's better in that area -housing - regular or multiples?

Community Development Director Sherman stated that the value of the units is $120,000 - so
that would be $240,000. That's more than the value of the houses -the value will be there. If
the City is to make a choice about an agency to build this type of housing - then it's ACCAP.

Councilmember Hendriksen stated that if we as a City Council go ahead with Sunwood Drive, at
that point all we have to say is that ACCAP has a purchase agreement. It will be a year away.

Mi'. Norman reported that Mr. Bakken suggests that the City Council dissect the two issues - put
housing off this year and focus on the street project. Mr. Bakken feels that the two issues are
fueling each other.

Mayor Gamec stated that we need to re-educate people. He stated he has a lot of respect for
ACCAP and that's the only one he would support.

Councilmember Hendriksen inquired how do we "de-couple" the two issues.

Mr. Norman replied that he was not sure. To help alleviate this, let's say we will not do anything
for six months.

Mayor Gamec asked why not say we are meeting only on Sunwood Drive and then let them
know we will be discussing the housing later.

Mr. Norman stated that we may not be able to do that but maybe at the meeting we could talk
about the two issues but put off the housing for six months.

Councihnember Hendriksen felt there was nothing they could do on the ACCAP proposal. The
City has given them the purchase agreement and we are committed to building Sunwood Drive.

Mr. Norman stated that after we get the transcribing back we can put together a draft of a
response and run it by everyone. We would make an outline - as brief as possible - answers to
the questions and then let them know our issues.

Councihnember Hendriksen stated there are two kinds of questions; will there be Section 8
housing? - Yes, up to 25% but the question of why are you doing this will come up.

Ms. Sherman stated staff will try to prepare very concise answers to mail out.

Councilmember Hendriksen stated he liked that idea. He added that once emotions subside, a lot
of people will decide this is so far away, it really does not affect them. Mail out the questions
and use that as a vehicle to diffuse and put out information we want them to know. We are
looking at two sites. This site was chosen because it offers more separation from adjoining
residents.

City Council Work Session- May 18, 1999
