Consensus was to set up the neighborhood meeting for the l0th. <br /> <br />#6: Comprehensive Plan <br /> <br />Community Development Director Sherman stated that Council has reviewed the draft <br />Comprehensive Plan. The question came up about the Highway #63 extension. Our consultant <br />had discussed with this Anoka County. They do not believe that's necessary because of the <br />volume of traffic. They felt the cost did not outweigh the benefit of putting the connection <br />through. Direction - Add #63 as an extension. <br /> <br />Ms. Sherman continued that research has been done on the 7080 (septic) - it does not say we <br />have to pump - it says inspections will be done more frequently and she further described 7080. <br />Direction - Do not submit the ordinance. <br /> <br />Ms. Sherman stated another issue was clustering. Open space does pay taxes. If it is owned by a <br />homeowner's association, and if it is an easement, the taxes would be reduced. If we get <br />clustering, we would have to be very careful about structuring it so it cannot easily become tax <br />forfeit property. She presented a map showing vacant properties. <br /> <br />Councihnember Zimmerman suggested if we show the Metropolitan Council we have a staging <br />plan system, he felt we stand a better chance. <br /> <br />Consensus was to do a staging plan that uses major roadways as boundaries - five-year <br />increments. <br /> <br />Mr. Kurak commented that this is an interesting way to stage. Do not rush - clustering with 3- <br />1/4 acre per - then next year 3 acres, then next year 2-3/4, then 2-1/2, etc. Give them an <br />incentive to slow it down. Then you would not have to use the lines on a map. As the City gets <br />older, we will want to use our land more efficiently. It will take less and less land per unit. <br /> <br />Councilmember Zimmerman noted the zoning map - 153rd -places to shop changed to mixed <br />residential. <br /> <br />Ms. Shermal~ stated that's an error - that was not supposed to change. <br /> <br />Councilmember Hendriksen stated on V-15 - 7 at top and 3 at bottom. With regard to 7 -he did <br />not like the word "encourage". He felt we should use a softer term. #3 - middle of page - agree <br />to on-site septic system. If City requirements of 3-year inspections will be on the lax end, no <br />problem, but if it is at the cost of the homeowner, the City will have a fight on that. V-16 - last <br />paragraph - he stated he is uneasy about this concept of 30 and 10 or try to allow them to have <br />40 times whatever number of unit. Ms. Sherman replied that's only in the rural area. <br />Councihnember Hendriksen commented that does not matter.
