Mr. Daniel A. Comeau
September 25, 19~1!,
Page Fourteen

and QA/QC Plan and associated addenda. For the sake of discussion, if
it is assumed %hat the submitted reports will be approved October 1,
then the Final Report will be due February 1, 1986. A significant portion
of the Remedial Investigation has already been completed at this time.
The reference to the completion date of December 1985 was made based on an
earlier time estimate and included other commitments outside the Consent
Order requirements.

Twenty-two groundwater monitoring wells were installed during February
and March 1985. After resolving some problems with sampling equipment,
water sampling events have been conducted July 22-26 and August 28-30.
A third sampling event is scheduled to take place as soon as water quality
data from the second sampling event can be reviewed and evaluated. A
drilling program consisting of four additional groundwater monitoring
wells (which was approved by MPCA) was initiated September 12, 1985.

It is possible that additional supplementary drilling and water sampling
events may be necessary in the future. The need for additional monitoring
activities and timing for these activities can only be determined as
additional data become available and evaluated. It is anticipated that
MPCA will continue to be provided with water quality data, water level
data, and drilling records as they become available. Furthermore, it is
expected that MPCA staff will be informed of activities on a periodic
basis and that significant changes or additions to the program will be
documented and provided to MPCA.

It is understood that the major purpose of the Remedial Investigation is
identification of groundwater impacts, and therefore, potential impacts to
off-site domestic wells. It is anticipated that additional phases of
monitoring work may be conducted, particulary in the area of MW-16B and
MW-4B.

Quality Assurance/Quality Control Plan Addendum

39.

An expanded QA/QC Plan will be provided by ETC in October for MPCA review.
The QA/QC Plan Addendum will cover provisions of 'Interim Guidelines and
Specifications for Preparing Quality Assurance Project Plans,"
QAMS-O05/80, U.S. Environmental Protection Agency, December 2g, 1980, and
"Preparation of State Lead Remedial Investigation Quality Assurance Plans
for Region V," U.S. Environmental Protection Agency, April 4, 1984.
