Mr. Daniel A. Comeau
Sept ember Z5,
Page lhirteen

telephone calls with public officials. No interviews have been conducted
with past or current employees of involved generators or transporters.
lhe findings to date reveal generic categories (e.g., solvents, acids,
etc.) but not specific identifiable compounds. It is believed that the
list of currently analyzed water quality parameters is sufficient to
address the generalized categories known at this time. Subsequent
findings which may significantly affect the monitoring program will be
shared with MPCA.

Domestic Well Sampling

36.

pages I9-20. it is understood from a discussion with MPCA staff that
"routine" monitoring is intended to apply to monitoring during the
Remedial Investigation and does not imply long-term monitoring beyond the
Remedial Investigation. It is anticipated that groundwater monitoring
wells will be sampled three times. Modifications or additions to the
program will be based on the findings of previous water quality data as it
becomes available. The water quality data and modifications or additions
will be submitted to MPCA as the need arises.

Residential wells have been sampled in the past by MPCA. Residential
wells were also sampled during Sampling Event No, 2 (August 28-30).

It is anticipated that the Remedial Investigation will be completed within
120 days as required by the Consent Order. If it becomes necessary to
extend the Remedial Investigation period because of the need for further
studies, it is proposed that additional sampling events be considered on
a 6-month basis at selected representative on-site and off-site
groundwater monitoring wells and residential wells.

Surface Water Sampling

37.

Page 20. Modifications or changes to the surface water sampling program
will be determined based on findings of water quality analysis. Water
samples were collected from the surface water monitoring locations during
Sampling Event No. I (July 22-28) and Sampling Event No. 2 (August 28-30).
It is possible that surface water sampling may be discontinued at some
locations dependent on the findings of the water quality data such as
repeated findings of no water quality impacts attributable to the
landfill. Additional monitoring locations may be added if the need
arises. Available water quality data is routinely submitted to MPCA when
it becomes available. Any modifications or changes to the proposed
program will be discussed with MPCA staff and will be documented by
letter.

· oject Schedule

Page 21. WMMI is striving to complete the Remedial Investigation in
Eompliance with provisions of the Consent Order. The Consent Order states
that the Remedial Investigation Final Report shall be submitted within
120 days of MPCA Director's approval of modification of the RI Work Plan
