com~cil~e~ bet <br />adoption: <br /> <br />introduced the following resolution and moved for its <br /> <br />185- <br /> <br /> WI{ERF2~, the Anoka county Board of Com~issioners has proposed Site <br />'P' as one of the proposed future landfill sites for selection as a landfill; <br />and <br /> <br /> WHEREAS, the City of Ra~sey has been adamantly opposed to the <br />proposed Site "P" for the following reasons: <br /> <br />1) Ra~sey already hosts a regional landfill (Anoka Landfill) <br /> located in its most valuable develoI~ent area; <br /> <br />2) The present landfill has, according to citizens, had an <br /> effect on residential and c(m3~ercial property values; <br /> <br />3) Pollution and health problems that Fay occur froF the <br /> present/future landfill would be devastating; <br /> <br />4) <br /> <br />The present State laws are inadequate to protect host <br />landfill cities frc~ horrendous costs due to the landfill, <br />which are as follows: <br /> <br />a) <br /> <br />Public improv~ents such as sanitary sewer and water <br />main iwprove~ents probably could not be assessed out <br />over the total landfill area because the City could not <br />show a benefit as required by State law. Accordingly, <br />host cities' taxpayers pick up the (Dst; <br /> <br />b) <br /> <br />In the City of Rawsey's situation, the City has to <br />construct low capacity wells in lieu of high capacity <br />wells because of the draw-down situation. Further, due <br />to the landfill, wells have to be located in certain <br />· areas which creates huge additional costs in laying <br />water wains; <br /> <br />c) <br /> <br />State laws do not provide for compensation for lands <br />lost forever because of a landfill. This creates a <br />terrible tax loss to the host cities over the years; <br /> <br />d) State laws do not adequately protect homeowners who <br /> reside close to the landfill in property value loss; <br /> <br />e) <br /> <br />State law does not protect host cities' valuable raw <br />material (land) frc~ which it derives tax dollars to pay <br />its bills. <br /> <br />NCW ~]~EREFORE, BE IT RES~ BY ,mE CITY ~ OF ~E CITX OF RAMSEX, ANOKA <br />(DGNTY, STATE OF MINNESOTA, as follows: <br /> <br /> 1) The city Council and the citizens of Rawsey are totally opposed <br />to the locatin§ of the Site "P" landfill in the city of a sey. <br /> <br /> <br />
