raru~ ~ND RECREATION CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A regular meeting of the Park and Recreation Commission was held on Thursday, September 19, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. MEMBERS PRESENT: Mr. Dennis Donovan,Cha~rman Mr. Ron Hetland Ms. Marleen Looyen Mr. Bill Rustad Ms. Claudia Dodge Ms. Janice Johnson Mr. Don Lokker MEMBERS ABSENT: Mr. John Lichter OTHERS PRESENT: Mr. Roy Shumway and Mr. Terry Hendricksen representing the Minnesota Trail Riders Association and the Ramsey Ranger's Saddle Club. The meeting was called to order by Chairman Donovan at 7:10 p.m. A motion was made by Chairman Donovan to approve the August 1, 1985 minutes and seconded by Commissioner Rusted. Motion carried. #1: Discussion of Trail within the of CASE Development City Ramsey Mr. Terry Hendriksen and Roy Shumway from the Planning and Zoning Commission approached the Park Board as private citizens represent- ing the Minnesota Trail Riders Association and the Ramsey Ranger's Saddle Club, concerning a trail system in the West Oaks Development. They stated they were under the impression that Mike Gare of the North Fork Development Corporation was working with the Park Board toward developing a public trail system. Chairman Donovan said the issue had been raised before but not discussed to any great degree. Hendricksen said they were now under the impression that a private trail system was being considered. They felt this was not in the best interests of many Ramsey residents. They also mentioned the policy of dedicating 8% of new developments to parks and recreation development and felt it might eliminate future problems by resolving the issue now. Hendricksen stated that the Trail Riders Association and the Ramsey Rangers would most likely help to develope the trail system as well as help to maintain it. Chairman Donovan mentioned that some jogging and bike trails might also be incorporated into the plan. He also inquired as to how much parking space might be required. Both Hendricksen and Shumway said they could endorsements from get both organizations as to the need for such a trail system in Ramsey. It was agreed that the Park Board would approach Mr. Gare regarding this situation and that further study was needed. Mr. Hendricksen and Mr. Shumway agreed to attend any future meetings addressing this issue.
