TO:

FROM:

RE:

DATE:

Ramsey City Council
City Engineer

MEMO

Summary of High Water or Flooding

October 18, 1985

As requested at your October 10, 1985 council meeting, I have
assisted Merle Mevissen and Councilman Gary Reimann in the pur-
chase of a pump and piping. The total cost of the equipment was
$9,691.00 as shown on the attached invoice. The pump was
delivered on October 16, 1985 and pumping commenced in accordance
with the attached pumping schedule. In addition, I have acquired
or am in the process of acquiring waivers of tresspass and DNR
permits for the pumping.

Following is a summary of the problems shown on the high water
map which were not scheduled for pumping at this time:

Glen Berg, 5651-164th Lane: This problem consists of sur-
face water accumulating on the northeast corner of the lot.
This problem will be minimized when a swale is constructed
to the drainage pipe by the golf course developer.

Karen Osc, 7750-152nd Lane N.W.: This problem consists of a
walkout basement located on a low lot. The City crews have
pumped this area and plugged the culvert. However, due to
the high ground water and rainfall, this problem keeps
reoccurring.

George Cowles, 9539 Highway 10: This problem is a surface
water problem caused by the new building constructed by
Christian Builders. I have informed the developer he will
have to resolve the problem prior to occupancy.

Tony Karst, 16312 Marmoset St. N.W.: This problem consists
of a walkout basement constructed on a pond below the over-
flow to the pond. City crews have pumped this pond several
times to alleviate the problem.

5. Mike Villeneuve, 6230-177th Lane N.W.: This problem con-
sists of water ponding in the back yard of Mr. Villeneuve's
lot. Mr. Mevissen has reviewed this problem.

6&7. Ruth Thompson & Dan Hawkes, 164th Lane: These houses are
constructed next to a Type IV wetland. The ponds have been
lowered to the normal water level. However, the drainfields
are constructed at or near the normal water level. I have
contacted the golf course developer and they have agreed to
lower the pond levels another six inches.
