"has properly <br />]~at Ms J%, Anderson, hereinafter referred to as "Applicant, <br />applied for a oonditional use per, it to operate a beauty shop fto~ her bore at <br />17720 Roanoke Street N.W. <br /> <br />2. ~at the Applicant appeared before the Planning and Zoning f~ission for a <br />public hearing pursuant to City Ordinanoe on October 1, 1985. That said public <br />hearing was p~operly advertised and ~inutes of that public hearing are hereby <br />incorporated by reference. <br /> <br />3. ~at the subject property is legally described as follows: <br /> <br />That p~rt of Gover~rent Lot l, Section 1, Township 32, Range 25 in Anoka <br />Oounty, Minnesota described as follows: <br /> <br />Beginning at a point on the east line of said Govermrent Lot 1 a distance <br />of 1235.92 feet south of the intersection of the east line of the Northeast <br />Quarter of the Northeast Quarter of said Section 1 and the center line of <br />County State Aid Hig~ay No. 7 as it is now laid out and travelled; then <br />south 89 degrees 13 ~inutes 51 seoonds west a distanoe of 199.26 feet; then <br />south (assu~ed bearing) and p~rallel with the east line of said Government <br />Lot 1 a distance of 251.19 feet; then north 77 degrees 03 minutes 57 <br />seconds east a distanoe of 40.47 feet; then north 86 degrees 07 minutes 57 <br />seconds east a distanoe of 160.16 feet to the east line of said Government <br />Lot 1; then north on said east line a distanoe of 234.00 feet to the point <br />of beginning (subject to eas~rents for road purposes over the south 33 feet <br />thereof and over the east 33 feet thereof and also subject to a power <br />easement over the north 75 feet thereof according to the U.S. Government <br />survey thereof). <br /> <br />4. ~at the subject Property is located within the R-1 Residential district <br />and is approximately 1.1 acres in size. <br /> <br />5. ~at the Standar~ for Consideration are as follows: <br /> <br />a. That the property is zoned R-1 Residential and beauty salons are not a <br /> permitted use in this zorn; <br /> <br />b. ~hat the adjoining property is either residential or public parkland in <br /> nature; <br /> <br />c. That there are other similar uses, a beauty salon in a residence, <br /> within at least 3 ~iles of the subject property. <br /> <br />d. That the proposed use will not create an increase in the traffic flow <br /> to and fr~ the [x~ises; and <br /> <br />e. ~at the proposed use will not be dangerous or otherwise detrimental to <br /> persons residing in the vicinity of the use, or to the public welfare, <br /> <br />1 <br /> <br /> <br />
