That the Criteria for Approva] are a~ follows: <br /> <br />That the operation of the beauty sa]on will not be detrtnenta] to or <br />endanger the public health, safety or genera] welfare and is not <br />contrary to established standards, regulations or ordinances of other <br />gover r~ental agencies; <br /> <br />be <br /> <br />That the propo~d ~ shall mt be ~s~ghtly, ~desireable or obnoxious <br />in appearance and it will not hinder the orderly and harmonious <br />d~e/o~t of the City or the R-1 Residential District; <br /> <br />That the proposed use will not be substantially injurious to the <br />pemitted uses nor ~duly restrict the enj~rent of other properties in <br />the immediate vicinity nor substantially diminish and impair property <br />values within the area; <br /> <br />That the proposed use will not impede the orderly and normal <br />develol~ent and iwpro~ent of the surrounding property for residential <br />p~po~s; <br /> <br />e. That adequate water supply and sewage disposal facilities shall be <br /> pr{wided by the Applicant; and <br /> <br />f. ~mt the proposed u~ ~all conform to all applicable regulations of <br /> the ~1 Residential District. <br /> <br />7. ~at the Performance Standards are as follows: <br /> <br />a. ~at fire Ixotection is lx~ided by the cities of Anoka and Elk River, <br /> and the proposed use should not create a fire hazard; <br /> <br />b. That electrical disturbances ~e not appli~ble; <br /> <br />c. ~at noir dist~rb~n~ is not applicable; <br /> <br />d. ~at vibration disturbance is not applicable; <br /> <br />e. ~at malodoro~ g~s or ~atter is not appli~ble; <br /> <br />f. ~at air pollution is not applicable; <br /> <br />g. ~at gl~e fr~ lighting de~i~s is not applicable; <br /> <br />h. ~at erosion by wind or water is not applicable; and <br /> <br />i. That the Applicant shall provide adeq~mte water supply and sewage <br /> disposal facilities in accordance with state and City regulations. <br /> <br />8.
