That the Criteria for Approva] are a~ follows: That the operation of the beauty sa]on will not be detrtnenta] to or endanger the public health, safety or genera] welfare and is not contrary to established standards, regulations or ordinances of other gover r~ental agencies; be That the propo~d ~ shall mt be ~s~ghtly, ~desireable or obnoxious in appearance and it will not hinder the orderly and harmonious d~e/o~t of the City or the R-1 Residential District; That the proposed use will not be substantially injurious to the pemitted uses nor ~duly restrict the enj~rent of other properties in the immediate vicinity nor substantially diminish and impair property values within the area; That the proposed use will not impede the orderly and normal develol~ent and iwpro~ent of the surrounding property for residential p~po~s; e. That adequate water supply and sewage disposal facilities shall be pr{wided by the Applicant; and f. ~mt the proposed u~ ~all conform to all applicable regulations of the ~1 Residential District. 7. ~at the Performance Standards are as follows: a. ~at fire Ixotection is lx~ided by the cities of Anoka and Elk River, and the proposed use should not create a fire hazard; b. That the Applicant shall provide adeq~mte water supply and sewage disposal facilities in accordance with state and City regulations. 8.
