A <br />witness post, as used at SW-2, 3, and 5, is a metal post with a reference <br />point from which water level measurements are made with a tape measure <br />from the reference point to the water level. Both types of surface water <br />measurement gauges have a reference point which has been surveyed to a <br />common datum (National Geodetic Vertical Datum). <br /> <br />Water Quality -- Ground and Surface Water <br /> <br />11. <br /> <br />pages 14 and 15. As described in Item 5 above, it was our understanding <br />that a review'of preliminary initial data was not required in the <br />Evaluation Report. The analytical data to which you refer (April 1985 <br />inorganic parameters) are being compiled and evaluated. Preliminary <br />interpretations from this data and subsequent water quality data will be <br />discussed when the package of preliminary interpretative information is <br />shared with the MPCA in October. <br /> <br />Waste Characterization <br /> <br />12. <br /> <br />~ages 16-20. An understanding of the wastes disposed at the Anoka <br />Sanitary Landfill is being expanded as more information is gathered. It <br />is understood that significant findings of the waste characterization <br />search may have an impact on the on-going water quality monitoring program. <br />Significant determinations of this search will be shared with the MPCA <br />as they become available. <br /> <br />12A. <br /> <br />Anoka County records are available (Attachment 2) which imply that <br />hazardous waste was deposited at the Anoka Sanitary Landfill. To the best <br />recollection of the Site ~nager, Don Otter, the County records are <br />inaccurate because of recording irregularities by WMMI gate personnel, <br />which was the source of the County data. It is believed that sewage <br />sludge from the City of Anoka was inadvertantly categorized as hazardous <br />waste because there was no other place on the reporting form for this <br />type of material. The recollection of the Site Manager indicates that the <br />volume of reported hazardous material on the form and the volume of sewage <br />sludge are strikingly similar. Based on this recollection, the reported <br />hazardous material is believed to have been non-hazardous sewage sludge. <br />The data was provided to Anoka County monthly as a provision of the Anoka <br />County permit requirement. <br /> <br />12B. <br /> <br />In lg81, WMMI Corporate Environmental Counsel requested that information <br />about previous landfill activities concerning potential hazardous waste <br />disposal be documented. The information was provided by Don Otter, the <br />Site Manager, during the early operation of the landfill by WMMI. The <br />instruction from Corporate management was to report all potential <br />hazardous waste disposal. The instruction was "when in doubt, report it." <br />The Site Manager submitted information about potential hazardous waste <br />disposal to Corporate Environmental Counsel, who then filed the <br />information as required by RCRA. Telephone calls and a documents search <br />are being conducted to gather additional information. <br /> <br /> <br />
