Mr. Daniel A. Comeau
Septemh~,r 25, I9~S
Page Six

12C.

The reference to "other potential generators" is based on information
gathered from MPCA files which identify the potential generators, This
MPCA file material is included as Attachment 3. Interviews with
employees of potential generators were not conducted by WMMI and are
therefore not sun~arized. The reference to interviews was to interviews
WMMI assumed generators conducted which provided the data for the forms
filed by generators.

13.

Sewage sludge was disposed at the Anoka Sanitary Landfill during the
early years of operation. This material was not used as part of the
final cover material. Lime sludge, a different material, which is from
water treatment facilties, has been used as a component of the Cover
system.

14.

To the best recollection of the Site Manager, Don Otter, the proposed
procedure for accepting toxic hazardous waste in a trailer for later
transportation to another facility was never implemented. The procedure
was established in the event that there was a need; however, the need did
not exist, the program was never instituted, and the haulers were made
aware of the Andover site.

Topographic Maps

15.

~ages 20-21. Telephone conversations on July 19 between Dan Comeau and
Larry Johnson acknowledged that the full topographic map would not be
submitted with the Evaluation Report because of the amount of available
air photo coverage, but that pertinent features would be located. It is
anticipated that a full topographic site map, as described in the Consent
Order, will be provided with the Final Report. The topographic map will
provide updated information such as the location of additional groundwater
monitoring wells which are being installed as part of the Remedial
Investigation.

16.

The topographic map which will be submitted with the Final Report will
include the locations of the surface water monitoring stations listed in
Table 6 and the two lysimeters. The requested information for location of
lysimeters and location of surface water monitoring locations has been
provided in the submitted Evaluation Report on Figures 9 and 11,
respectively.

17.

The location of storage tanks will be shown on the topographic site map
which will be submitted as part of the Final Report. It is reported by
the former Site Manager and current General Manager, Don Otter, that
a 6,000-gallon diesel fuel tank was buried south of the previous landfill
shop on the western edge of the landfill. He reports that this tank was
removed. The current Site Manager, Terry Miller, reports that a
6,000-gallon diesel tank and a 250-gallon waste oil tank are buried north
of the current landfill shop. A 4,000-gallon septic holding tank is
buried southwest of the current shop building.
