LeLeux <br /> Chairman, Landfill Ad Hoc Committee <br /> <br />RE: <br /> <br />Consulting Services Proposal <br />Landfill Impact on Market Values <br /> <br />Dear Committee Members: <br /> <br />As a result of the very helpful informational meeting in the office of <br />Hakanson Anderson Associates on October 3rd, this proposal is initially <br />structured as a precise response to your request for proposals. Beyond <br />that, we are suggesting a modification of approach which could serve to <br />more directly address the project objectives while reducing the cost. <br /> <br />Project Purpose <br /> <br />Overall, the basic purpose of the proposed analysis is to identify and <br />quantify effects that the Anoka Landfill has had or might have, if any, <br />on the market value of the structures and land in residential and <br />commercial areas. We understand there is a further concern for the <br />economic condition of the City. If the Landfill is depressing property <br />values to any extent, the City will have to raise taxes proportionately <br />to continue offering the current level of community services. Further- <br />more, the Landfill may occasion inordinate infrastructure costs relative <br />to utility extensions and well placement. <br /> <br />Consultant Qualifications <br /> <br />Wilson Management Services has assembled a team of professionals chosen <br />for their expertise in the several disciplines necessary to adequately <br />study the unique circumstances in Ramsey surrounding the landfill <br />questi6n. We see this as the optimal way of providing expertise in <br />all areas in an efficient and coordinated manner. <br /> <br />Wilson Management Services is a consulting business that specializes in <br />assisting communities with their community development and economic <br />development needs. We are experienced with analyzing and reporting <br />the economic impact of various types of development on other development <br />whether in place or planned. <br /> <br />Jim Christensen and ! have collectively forty-five years experience in <br />initiating, analyzing, and implementing real estate development.
