City of Ramsey -2- <br /> <br />10/15/85 <br /> <br />real estate transactions and developments. Our studies are noted for their <br />becoming working documents upon which decisions can be made and implemented. <br /> <br />Resumes for key personnel who will be working on the study are provided as <br />attachments to this proposal. The following paragraphs briefly describe <br />their specific involvement. <br /> <br />Dan Wilson will be responsible for client contact and study administration. <br />He will also be involved with overall data gathering and analysis. <br /> <br />Jim Christensen will be responsible for study direction and preparation of <br />the report. He will also be involved with overall data gathering and <br />analysis. <br /> <br />Peter Fisher will be responsible for appraisal format and review of all <br />staff appraisals for consistency and concluded values. He will also be <br />involved with assembling comparable sales data. <br /> <br />Jerry Briggs will be responsible for determining the impact of potential <br />water pollution problems. <br /> <br />Mark Johnson will be responsible for computer analysis. He will also <br />assist with defining data requirements and arrangement at the data base. <br /> <br />Scope of Services - Per Request for Proposals <br /> <br />The first alternative presented here is intended to respond directly to <br />your RFP as printed. Part numbers and paragraph letters are the same as <br />those used in the RFP for ease of reference. <br /> <br />Part I Local Comparison <br /> <br />We think that Paragraph A, relative to extent of impact on area, will be <br />answered by outcome of Paragraph B, relative to determination of affect. <br />Under Paragraph B, we propose.to use Certificatei of Real Estate Value in <br />combination with initial assessed valuation as a data base. Multi-variate <br />regression analysis will be used to determine correlation, if any, between <br />distance from Landfill and percentage Change in value over time. If the <br />Landfill is having a negative or depressing effect on values, we expect to <br />find values of more distant properties to be increasing more rapidly. <br /> <br />There have been over 1,300 Certificates of Real Estate Value received for <br />transactions within the City of Ramsey since 1980. We anticipate a total <br />data base of 2,000-2,500 transactions for the entire reporting period. <br />Reports for transactions within adjacent townships to the northwest and <br />the City of Andover to the east will be added to carry the analysis some <br />distance beyond Ramsey's boundaries. This will determine possible impact <br />of Landfill image for the entire City. <br /> <br />We feel the Landfill could have two levels of impact upon property values. <br />There could be a direct or proximity impact based upon visual, odor, noise, <br />or traffic influence. There may also be an indirect or image or association <br />impact that is imparted unto the entire co~nunity. <br /> <br /> <br />
