The above amounts are intended to be the maximum <br />amount the City would be charged for such a study. Where the study can be <br />completed in less than our originally budgeted time, those savings will be <br />passed on to the City. The Consultant will charge for the actual time <br />provided and expenses incurred. <br /> <br />In addi,tion, we agree to make oral and slide presentations within the next <br />few years in the Metro Area for a fixed fee of $250 per each presentation. <br />Further, the following is a list of who will make presentations: <br /> <br />James T. Wilson <br /> <br />Scope of Services Alternative RFP <br /> <br />Based on our previous experience in such matters, we would like to suggest <br />an alternative way of addressing the study problem. Your overall goal, <br />as we understand it, is to document in a verifiable way, the impact the <br />Landfill has on area real estate values. In addition, you seek to quantify <br />the additional cost the presence' of the Landfill has on City utility system <br />extension and well placement. We are confident that the impact, whether <br />significant or insignificant can be determined without going through all <br />the steps outlined in your RFP. <br /> <br />We are specifically suggesting that the work outlined in Part II, requiring <br />several appraisals in several communities be deferred. This suggestion is <br />based upon two factors. First, the work performed in Part I should be <br />sufficient to establish your case. Second, the results of Part II would be <br />highly susceptible to questions concerning location differences. Even if <br />we choose more comparable communities, it would be very difficult to isolate <br />the degree of difference attributable to the Landfill and that attributable <br />to a host of other locationa) differences. From the City's standpoint, <br />this will also substantially reduce the cost of the study. <br /> <br />Alternative Cost <br /> <br />The total cost of our services would be $37,100, under our suggested <br />alternative scope of services. All the terms and conditions above apply <br />with the deletion of the Part [I requirements. <br /> <br /> <br />
