City of Ramsey -6- 10/15/85

a two-part reporting format where the summary or presentation element may
be separated from the background and detail of analysis. Committee
members and others with sufficient interest or need will not be intimidated
by the probable 50 to 100 page size of the total document. Furthermore,
it is proposed to provide only reference data and copies of certificates
and appraisals. To include this level of detail would add several hundred
pages to the total report.

Northwest Associated Consultants will produce the maps, graphs, and charts
necessary to illustrate both the approach to analysis and the outcome of
analysis for Part II. Judging from past experience, the total report
will contain about ten maps and ten graphs or charts. Beyond this, the
text will incorporate numerous tables and martrices. Key illustrations
contained in the summary or presentation report will be reproduced as
transparencies with color highlights added for use with an overhead projector.
A set of slides will be made with similar color highlights on the originals.
Additional transparencies or slides will present data, analysis, and
conclusions in summary outline form.

A total of 100 copies of the final report including summary or presentation
format will be printed and delivered to the City. We have included another
ten copies as a draft report for the Committee and Council to review prior
to the final printing. We feel early communication is essential to the
study process.

The final report will incorporate research findings in summary format and
present analysis as it relates to conclusions, tn other words, conclusions
contained in the report will be clearly supported by presented data and
reasoning. The summary or presentation report format will lean more toward
conclusions with only limited reference to supporting data and analysis.
We fully understand the significance of this study and the role it will
play in future development of Ramsey. To that end, whatever the conclusions,
they will be presented so that non-professionals can follow the analysis and,
above all else, it will be defensible in light of close scrutiny.

Part IV - Schedule

Assuming we are notified of selection and authorized to proceed on or before
October 25, we will be organized and have work under way around the first of
November. By pressing ahead with work on Parts I and II simultaneously, we
will deliver a preliminary draft of the final report for Committee review by
December 1, 1985. After approval of the preliminary draft, we will proceed
with correction, printing, and delivery within 20 days.

Part V Price Quotes

We, the undersigned, agree to complete the study as described in this
proposal for the following fixed fees:

A) Part I - Local Comparison
B) Part IX - Metro Area-Wide Comparison
C) 100 Copies of Final Report with Slides

Total of Items A, B, and C

$35,500
38,000
1~600
$75,100
