Ramsey Landfill Ad Hoc Committee <br />October I I, I c)85 <br />Page 2 <br /> <br />THE WORK PROGRAM <br /> <br />LOCAL COMPARISON/VALUE AS A F1JNCTION OF DISTANCE FROM LANDFILL <br /> <br />A. Total <br /> <br />Area Impact <br /> <br />Physical study of the landfill and its attendant area to determine <br />distances within which the following factors may have an impact: <br /> <br />a. Odor <br />b. Traffic (garbage trucks, etc.) <br />c. Visibility <br />d. Ground water pollution <br />e. Noise <br />f. Constraints on land use <br /> <br />The effective impact area shall be defined by a locus of points defining a <br />line where a weighted average of values assigned to the factors listed <br />above fall from 100 percent at the landfill to background levels. (The <br />relative weights shall be determined on the basis of a rating scale <br />procedure which will systematically reflect the views of the Ad Hoc <br />Committee as to the relative importance of the various factors listed <br />above. (i.e., the rating scale procedure, using input from the Ad Hoc <br />Committee will reflect the extent to which, for example, noise is <br />considered to have a greater or lesser impact than odor or whether <br />traffic has a greater or lesser impact than the visual factor, etc.: the <br />values assigned to the various factors will be adjusted for background <br />levels of these factors). <br /> <br />The literature shall be searched for similar studies of this nature. The <br />findings of these studies shall be considered in determining the impact <br />area boundary. <br /> <br />Degree of Impact <br />I. Using a rating scale procedure similar to that used in 2, above~ the <br /> relative values of the various impact factors listed in "A" above shall be <br /> determined for various classes of land use as follows: <br /> <br /> a. F~esidential housing <br /> b. Vacant platted/unplatted residential lands <br /> c. Developed commercial/industrial areas and vacant <br /> platted/unplatted-commercial/industrial lands. <br /> <br />Using these weights in conjunction with the absolute levels of these <br />factors as established in "A" above~ maps shall be prepared showing the <br />level of this weighted factor as a function of distance from the landfill. <br /> <br /> <br />
