The "South g0 Borrow" area, phase three, will be restored (top soil, seeding, and fertilizer) in the same manner as phases one and two. 7. The quantity of final in place top soil to be replaced on excavated areas will be at least four inches. No excavation will occur in the "South 80 Borrow" area until Waste Management has obtained all necessary permits or approvals from the City o! Ramsey.
