AIRPORT GOMMISSION
CITY OF RAFBEY
ANOKA COUNTY
STATE OF MINNESO~

~he Airport Co~mission conducted a regular meet/ng on Wednesday, November 20,
1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey,
Minnesota. .

Members Present. Mr. Jack Ippel, chairman Mr. Dennis Donovan
Mr. Dick Sieber
Mr. John Seibert
Mr. Don Greenberg (Arrived 8:05 a.m.)

Also Present: Mayor Gary Heitman

Chairman Ippel called the meeting to order at 7:40

Gary Munkholm - 14940 Bison Street - Concerned with increased air traffic and
the related noise if the airport project is approved; already being disturbed
by low flying aircraft and those types of situations are bound to increase with
increased useage. Concerned with the cost to taxpayers for airport
enlargement. Suggested that there might be a more cost effective location than
Gateway that would not require the purchasing of so much already developed
properties.

Mr. Ippel encouraged Mr. Munkholm to report low flying aircraft to Virgil
Barnes at Gateway. Regarding an alternative location, this Co~ission was
directed to study the feasibility of the existing site; that study shows that
the (Dst of improving Gateway, based on current population and no community
growth, would be $11.00/person/year.

Mr. Sieber confirmed that this Con~ission was to study the existing site only;
Gateway, to some degreee, is a reasonable site because it already is an airport
and already has some buffer area surrounding it. Gateway ndght be conceivably
easier to police if it were a full-time Fixed Base Operation.

Mr. Ippel stated that a good n~ber of Iow flying aircraft might be training
flights that use this site because of it's low useage rate; if the airport is
improved there will be more business traffic and training traffic will move
elsewhere.

Mr. Seibert estimated that 50% of the existing estimated operations in the
Airport Master Plan are touch and go training operations; when and if the
airport is improved, those kinds of operat/ons will decrease. Operations
November 20, 1985

1 of 9
