The following <br />proposed motion is hereby submitted for your consideration: <br /> <br /> Motion by ~ and seconded by ~-- . to approve/disapprove <br /> of the appointment of Jack Ippel, ~-d_~her and Stephen Larsen to <br /> three year terms on the City's Airport Commission, which terms will <br /> commence January 1, 1986 and expire December 31, 1988. <br /> <br /> Council discussion: <br /> Motion carried/failed. Voting yes: ~ Voting no: ~1 <br /> Abstaining: Absent: <br /> <br />It~iscussion on Airpm't <br /> Master <br /> Plan: <br /> <br />At the Council meeting on November 26, 1985, a discussion 'was held regarding <br />an alternate Airport Layout Plan (ALP). This discussion centered around the <br />possible acquisition of the Prestressed Concrete Plant property for airport <br />use. The Airport Commission has met and has done some work on the feasibility <br />of this alternate ALP. This analysis includes information on the relative <br />property acquisition costs and resident disruption factors for each of the <br />proposed ALP's. Chairman Jack Ippel and Merland Otto of Hakanson Anderson <br />Associates, Inc. will be present to discuss their findings with you. Enclosure <br />(DZ-e) contains a letter addressed to the Minnesota Aeronautics Division giving <br />a rough cost breakdown for the property acquisitions on the two possible sites. <br />Also enclosed is a letter addressed to the FAA requesting that agency to review <br />the alternate alignment. It is anticipated that it will be 45 to 60 days before <br />the FAA reviews this and gives their opinion as to whether or not the alternate <br />ALP is acceptable. <br /> <br />Council Action: <br /> <br />1) <br /> <br />Make a decision as to whether or not you want to proceed with the <br />airport project or request whatever additional information you deem <br />appropriate in order to make that decision; <br /> <br />z) <br /> <br />In the event you desire to proceed, the first step will be to authorize <br />an expenditure to pursue inclusion of Gateway North Industrial Airport <br />in the NPAI~; <br /> <br />3) Authorize a consultant selection process for an environmental impact <br /> assessment. <br /> <br />(Jack Ippel and Merland Otto will be available at the meeting to answer your <br />questions relating to items 2 and 3 above.) <br /> <br />Please refer to Airport Commission meeting minutes of December 4, 1985 <br />which are contained in this agenda as enclosure (B-5) for further background <br />information on this subject. <br /> <br /> <br />
