The following proposed motion is hereby submitted for your consideration: Motion by ~ and seconded by ~-- . to approve/disapprove of the appointment of Jack Ippel, ~-d_~her and Stephen Larsen to three year terms on the City's Airport Commission, which terms will commence January 1, 1986 and expire December 31, 1988. Council discussion: Motion carried/failed. Voting yes: ~ Voting no: ~1 Abstaining: Absent: It~iscussion on Airpm't Master Plan: At the Council meeting on November 26, 1985, a discussion 'was held regarding an alternate Airport Layout Plan (ALP). This discussion centered around the possible acquisition of the Prestressed Concrete Plant property for airport use. The Airport Commission has met and has done some work on the feasibility of this alternate ALP. This analysis includes information on the relative property acquisition costs and resident disruption factors for each of the proposed ALP's. Chairman Jack Ippel and Merland Otto of Hakanson Anderson Associates, Inc. will be present to discuss their findings with you. Enclosure (DZ-e) contains a letter addressed to the Minnesota Aeronautics Division giving a rough cost breakdown for the property acquisitions on the two possible sites. Also enclosed is a letter addressed to the FAA requesting that agency to review the alternate alignment. It is anticipated that it will be 45 to 60 days before the FAA reviews this and gives their opinion as to whether or not the alternate ALP is acceptable. Council Action: 1) Make a decision as to whether or not you want to proceed with the airport project or request whatever additional information you deem appropriate in order to make that decision; z) In the event you desire to proceed, the first step will be to authorize an expenditure to pursue inclusion of Gateway North Industrial Airport in the NPAI~; 3) Authorize a consultant selection process for an environmental impact assessment. (Jack Ippel and Merland Otto will be available at the meeting to answer your questions relating to items 2 and 3 above.) Please refer to Airport Commission meeting minutes of December 4, 1985 which are contained in this agenda as enclosure (B-5) for further background information on this subject.
