I
I
I
I
I
I

GAs~E~UEST FOR DEFERRED SPECIAL
~'RAMS.EY CENTER PARTNERSHIP: ASSESSMENT PAYMENT;- CASE OF
\-

Council wi]] recall that this item'was on your November Z6, ]985 agenda and
at the request of the applicant it was continued to this meeting. Enclosure
{DZ-f) contains a letter dated October Z4, ]985 from an attorney representing
Ramsey Center Partnership. That enclosure is se]f-explanatory. The City
Engineer has spoken with Mr. Art Raudio who we believe is a partner of Ramsey
Center Partnership and advised Mr. Raudio that it is very difficult, if not
impossible, for the City to defer these assessments. Mr. Raudio's response
was that they recognize that, however, they felt that it would be appropriate
to at least ask the City Council concerning this subject. The above enc]osure
also contains a letter that the Acting. City Administrator wrote in response
to the initial request. 7"nere may, therefore, be a representative from Ramsey
Center Partnership at this meeting to respond to any questions you may have.
Staff recommends that this assessment deferral not be granted.

I
I
I
I
I
I

I
I

Council Action: .

Your action will be to consider the request and direCt City Staff to prepare
additional information if you desire the same, or if you desire to approve the
request, direct City Staff to prepare the appropriate resolutions to be presented
at your next Council meeting. If you desire to disapprove the request, your
action would be to adopt a motion denying the request at this meeting.
C A S~~,A N____D~FIL__~L:
Item A: Landfill Ad Hoc Committee: .

This Committee was established by Council resolution dated January ZZ, 1985.
Enclosure (DZ-g) contains Resolution #85-25 which established the Landfill
Ad Hoc Committee for a six month period. Enclosure (DZ--g) also contains
minutes of the City Council meeting of May 28, 1985 where the Landfill Ad
Hoc Committee's life was extended for an additional six month.period, so that
at this point in time, the Council is on record as establishing the Landfill Ad
Hoc Committee through January 31, 1986. The following statement is contained
in the Landfill Ad Hoc Committee meeting minutes dated November 18, 1985:

"Chairman LeLeux stated that he feels this Landfill Ad Hoc Committee
is winding down and that Council feels likewise; Council will discuss
whether or not to dissolve this Committee at their meeting scheduled
for November 26, 1985; if the Committee' is not dissolved, the meeting
frequency should be once per month rather than twice per month."

Council Action:

I
I
I
I

Your action will be to consider whether or not to continue the Landfill Ad
Hoc Committee past January 31, 1986. If it's the Council's desire to not continue
the Committee past that period of time, no action really need be taken at
this time since the Committee will expire automatically on that date based
on the May 28, 1985 motion. If you desire to continue the Landfill Ad Hoc
Committee, then you should consider a motion which will properly reflect
your desire on this subject.
