I <br /> <br /> i <br /> <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE .ERSONNEL - LESTEE WIRZ COMPENSATION: <br /> <br /> As you recall, at your meeting on November 26, 198'5, a motion was passed <br /> to approve a 15% gross salary increase for City Assessor Wirz to be retroactive <br /> to October 1, 1985 and to continue through December 31, 1985. This actiOn <br /> has become a matter of issue with the AFSCME union representative and <br /> therefore, the Council should consider rescinding your November 26, 1985 <br /> action. No payment has been made to Mr. Wirz at this time pursuant to your <br /> November 26, 1985 motion. <br /> <br />As background information, you should know that both the Building Inspector <br />and City Assessor positions are in the AFSCME union. A union negotiation <br />meeting was held on December 4, 1985 at which time the union representative <br />brought up this subject. The union contends that we have moved Mr. Wirz <br />from his assessor classification to the building inspection classification and <br />therefore, whenever we move an individual from one classification to another, <br />the union believes there should be a 15% pay rais%as in the case of Mr. Wirz. <br />I contend that we did not change Mr. Wirz' job classification; that he always <br />has been Assessor/Building Inspector. <br /> <br />In addition, the union representative brought out that we are not to negotiate <br />salary with individual employees, as the union is the appropriate bargaining <br />unit. He. is correct on that subject. I therefore recommend that the Council <br />rescihd its November Z6, 1985 action wherein you granted Mr. Wirz a 15% <br />gross salary increase, and that the matter be referred to the bargaining union <br />for negotiation. In addition, ! will be discussing this subject with the Personnel <br />Committee at a closed meeting to receive instruction as to how the Personnel <br />Committee would like to handle this subject in relation to the other union <br />contract negotiations. <br /> <br />Council Action: <br /> <br />Your action will be to rescind/approve the Council action on November ~.6, <br />1985 relating to this subject. The following proposed motion is hereby submitted <br />for your considerati~:~~ ,~ <br /> <br /> the Council action on November 26, 1985 wherein the Council voted to <br /> approve a 15% gross salary increase to City Assessor Wirz to be retroactive <br /> to October 1, 1985 and continue through December 31, 1985. <br /> <br /> Council discussion: <br /> Motion carried/failed. Voting yes: ~ Voting no: ~ <br /> Abstaining: Absent: <br />CASE ~~TRI-CITY. . NEWSLE~I~ER: <br /> <br /> We are experiencing difficulty' in the Tri-City Newsletter publication. The <br /> new publisher promised to have the newsletter out prior to Thanksgiving and, <br /> as of this date (December 11, 1985), it has yet to be mailed. Staff has had <br /> contact with the publisher who said he may be able to appear at your meeting <br /> to discuss the problems he is encountering. <br /> <br /> <br />
