access to the Northstar Commuter Rail Station or to residences and businesses in the COR.The City of Ramsey has envisioned a multi-modal town center with access via rail,car,bicycle,and on foot. If left unimproved,the poor condition of the intersection will dampen growth in the COR and impair compact high-density growth in Ramsey. III. A sustainable source of revenue Is available for operations and maintenance of the project CSAH 56 and the railway intersection are currently maintained by Anoka County and are considered an at-grade intersection with the railroad in the county's long-term operations and maintenance plan. As a grade-separated crossing,CSAH 56 will continue to be included in the county's operations and maintenance plan,though its maintenance plan will be consistent with a bridge structure instead of an at-grade facility. Maintenance and operations conditions will be evaluated as part of the county's annual review of corridor performance and pavement management,and maintenance will be budgeted as an on-going item in the county's maintenance budget. The annual budget for the county,along with the annual review of the Five-Year Highway Improvement Plan will accommodate the changed status for this segment of the corridor. Anoka County uses property tax levy and highway user tax revenue to pay for maintenance and operations of all county corridors. The county makes a concerted effort to extend the life of the roadway surface through a variety of methods including overlays,reclaim and overlays,white- topping,and thin mat surface treatments. Segment reconstruction is also scheduled as needed. These plans are designed and funded as part of the county's annual construction program. Funding for maintenance projects is generally available only from the county's annual tax levy.When possible, county tax dollars are used to leverage MnDOT or federal funds for maintenance,operations,and improvements to existing facilities. The project Improves the transportation asset's ability to withstand probable occurrence or recurrence of an emergency or major disaster or other Impacts of climate change Transportation of people and goods in a predictable manner becomes much more critical in an emergency or natural disaster. US 10 would be relied upon for evacuation or movement of residents as well as transportation of critical goods such as food,water,medical supplies,and construction materials to affected areas. US 10 also provides the most direct route to health care clinics and hospitals in the area such as the VA Clinic in Ramsey and Mercy Hospital in Anoka; fire and police stations in the cities of Ramsey,Anoka,and Elk River are located along Highway 10, as well. The proposed project will eliminate conflicts and delays associated with the railway crossing,and increase the reliability of US 10,CSAH 56, and the BNSF Railway in both daily and unusual circumstances. Materials used in the construction of the proposed project are those that are able to withstand an extreme range of temperatures.
