Selection Criteria <br /> Primary Selection Criteria <br /> State of Good Repair <br /> I. The project Is consistent with relevant plans to maintain transportation facilities or systems <br /> In a state of good repair and address current and projected vulnerabilities <br /> Anoka County's 2030 Transportation Plan (attached) sets goals for safety and mobility for all <br /> transportation modes.Because of its crash history,planned growth in the immediate area,and its <br /> key location in the county's transportation network and connection to US 10, CSAH 56 was <br /> identified as one of the top county corridors in need of safety,mobility, and congestion <br /> improvements. <br /> Metropolitan Council's 2030 Transportation Policy Plan lays out existing and planned regional transit <br /> corridors,including the Northstar Commuter Rail. <br /> The BNSF Railway crossing of CSAH 56/Ramsey Boulevard is included in the top 100 High Priority <br /> Crude by Rail Grade Crossings List. The proposed project will therefore allow this crossing to be <br /> removed from the top 100 highest priority list(attached). In addition,this crossing is listed as railway <br /> crossing#14 on Governor Dayton's Priority Grade Separation Recommendations (attached). <br /> II. If left unimproved,the poor condition of the asset will threaten future transportation <br /> network efficiency,mobility of goods or accessibility and mobility of people,or economic <br /> growth <br /> Network Efficiency <br /> As shown in the benefit-cost analysis summary,the travel time savings (and in turn monetary <br /> savings) to corridor users are much greater than the cost of constructing the improvement. Without <br /> implementation of the proposed project,vehicle delay costs will increase by 2030 for both private and <br /> commercial corridor users. The proposed project will provide a safer and more reliable route for <br /> moving people and goods to and through the area. <br /> Economic Growth <br /> The City of Ramsey,CTIB,and the Metropolitan Council's investment in the Northstar Commuter <br /> Rail Station (opened in November 2012), and the City's investment in shared parking for the rail <br /> station and the growing transit-oriented development adjacent to the station—the COR--depend on <br /> reliable access to US 10. The station and recent and planned growth in the COR area are the <br /> economic engine of the City of Ramsey.The current condition of the at-grade rail crossing delays <br /> US 10/CSAH 56 FAS LANE Application 10 City of Ramsey <br />
