• General DBE outreach which includes: <br /> o DBE meet&greet events (held approximately twice a year)which allow DBE <br /> firms interested in bidding on a project to introduce themselves to contractors <br /> o DBE orientation,business assessment and training program (held monthly),a MnDOT <br /> program that provides new and non-bidding DBEs with a full day orientation and <br /> business development training,in order to increase the number of successful DBEs <br /> o Bid express, small business network—MnDOT assists small contractors with <br /> electronic bidding systems, ensuring that bids will be legible and uniform, and assists <br /> the tracking of bidding,pricing and good faith efforts <br /> • MnDOT's employment programs and initiatives that work with community based <br /> organizations to connect disadvantaged workers and businesses with contracting and <br /> employment opportunities.These programs include: <br /> o MnDOT ROADS Program with Merrick Community Services,a community partner <br /> o STEP Program,which reimburses community training programs for recruiting,training <br /> and placement of trainees with prime contractors <br /> o Hispanic Outreach, a collaborative program with the Minnesota <br /> Department of Employment and Economic Development <br /> • Community-based organizations in Ramsey and Anoka County's Human Services job <br /> programs. <br /> • The proposed project will support contractors that have a good record on labor practices and <br /> compliance with federal laws ensuring that American workers are safe and treated fairly. The <br /> proposed project will follow all state and federal laws regarding civil rights and equal <br /> opportunity laws. <br /> Traditional-job Creation <br /> The proposed project will also improve connections to the COR,the City's existing business <br /> parks, and the City's new business parks. It is estimated by ACG consulting,at full build out (25 <br /> years),The COR and Ramsey's businesses parks,will create roughly 12,000 new jobs,with 300- <br /> 600 jobs created within 36 months of completing the Ramsey Boulevard interchange. ACG <br /> further concludes,at full build out,The COR,and Ramsey's new business parks are forecasted <br /> generate an annual payroll of roughly$200 million. <br /> Opportunities for Economically Distressed Areas <br /> Although Anoka County is not considered an economically distressed area, Sherburne County, <br /> which borders Anoka County and the City of Ramsey on its western side,is classified as <br /> economically distressed.Efforts will be made to encourage higher participation from Sherburne <br /> County workers by promoting job opportunities with the Minnesota Workforce Development <br /> Center in Sherburne County. <br /> Iv. Improve economic mobility through enhanced multimodal connections to centers of <br /> employment,education,and services or the stimulation of such centers In Economically <br /> Distressed Areas <br /> US 10 provides a direct link between Sherburne County,an economically distressed area,and Anoka <br /> Technical College,a two-year community college offering associate degrees in a range of <br /> professional fields including automotive,business accounting and management,health and human <br /> US 10/CSAH 56 FAS LANE Application 18 City of Ramsey <br />
