Result In long-term Job creation and other economic opportunities,particularly for low- Income workers or for people In Economically Distressed Areas,and opportunities for small businesses and disadvantaged business enterprises,Including veteran-owned small businesses and service-disabled veteran-owned small businesses Job Creation In Estimates o�Tob Creation-from the American Recovery and ReinvestmentAct of 2009 (April 2013),the White House Council of Economic Advisers estimated that$76,923 of government spending creates one job-year.Based on this formula,the proposed project,with a cost of$39 million,at its peak of construction activity will create 507 job-years. Opportunities for Low-Income Workers and Disadvantaged Business Enterprises (DBE) Directly adjacent to the Twin Cities Metropolitan Area are the "collar counties"counties that depend on the metro area for employment,goods, services and resources,but are not part of the seven-county Twin Cities Metropolitan Area for planning or governance. Even though these counties are not part of the Metropolitan Area,they contribute to its greater good by providing skilled workers to the metro job market and purchase goods and services from businesses in the metro area. Anoka County is part of the seven-county Twin Cities Metropolitan Area. Sherburne County,located directly adjacent to the City of Ramsey (share a common border),is a collar county,located outside of the Twin Cities Metropolitan Area,and is classified as an economically distressed area. The Twin Cities Metropolitan Area has a per capita income of$34,600,Anoka County has a per capita income of$31,474,Sherburne County's per capita income is $29,440, and the City of Ramsey has a per capita income of$32,582. Project partners will work with both Anoka and Sherburne County to make sure residents have access to the jobs created by the proposed Ramsey Boulevard interchange. In addition,initiatives would be employed to increase participation by low-income workers.These include: • A"Notice to Contractors"will be posted on the construction website stating expectation that contractors make aggressive efforts to meet 2016 Disadvantaged Business Enterprise goals. They will also be required to develop on-the-job training employment plans for the project. The plans must include the number of trainees to be hired,by trade,number of hours, etc. • The Mentor Protege Program,a function of the Minnesota Uniform Certification Program which is intended to assist with establishing business partnership between prime contractors and Disadvantaged Business Enterprise (DBE) firms. The purpose of this program is to further the development of DBEs,including but not limited to assisting them to move into non-traditional areas of work and/or compete in the marketplace outside the DBE Program,via the provision of training and assistance from other firms.
