III. Prevention of Unintended Release of Hazardous Materials <br /> Numerous freight trains carrying oil and other chemicals pass through the BNSF intersection with <br /> CSAH 56/Ramsey Boulevard each day. The proposed project will reduce the potential for rail- <br /> vehicle conflict and possible derailment and spills of hazardous materials. <br /> Secondary Selection Criteria <br /> Innovation <br /> The proposed project may include a camera installed on the overpass. The camera can be connected <br /> to MnDOT's Regional Transportation Management Center (RTMC). This is where the Minnesota <br /> State Patrol,MnDOT Maintenance,and MnDOT Freeway Operations work together to quickly <br /> detect,respond to,and remove incidents off of the freeway systems. Connection to the RTMC in <br /> this location would ensure that incidents are responded to quickly, secondary crashes are avoided, <br /> roadways operate as efficiently as possible, and users can access real-time accurate information <br /> about current road conditions. <br /> The latest construction,contract management and project delivery techniques will be considered to <br /> the benefit of the project.As part of the project delivery process, staff from the City of Ramsey and <br /> the Anoka County Highway Department will keep the public informed of the improvements, <br /> particularly those impacted by the construction.Techniques will include: <br /> • Postcards to notify affected people about detours <br /> • A project-specific website to post updated information and mapping <br /> • Notifications to businesses who in turn notify customers,delivery systems,and suppliers about <br /> detours or other project impacts <br /> • Updates on social media outlets such as Twitter and Facebook <br /> These outreach efforts were favorably received by the traveling public and by businesses affected by <br /> construction of the US 10 and CSAH 83 Interchange project in the City of Ramsey. <br /> Partnership <br /> Stakeholder Collaboration <br /> The funding package for the proposed project demonstrates the significant partnerships that have <br /> been created to resolve this critical need. <br /> Businesses in the City of Ramsey understand the importance of reducing congestion and improving <br /> safety on State and County Highways.
