Disciplinary Integration <br /> The county has worked closely with the City of Ramsey and its Economic Development Authority <br /> in its development activities for this surrounding area.This collaborative effort has involved many <br /> partners committed to the success of the proposed project. Project partners have been active in the <br /> development of plans for the City of Ramsey's COR.The Anoka County Highway Department has <br /> also coordinated efforts with transit interests in the project: the Anoka County Regional Railroad <br /> Authority,the Metropolitan Council/Metro Transit,the Counties Transit Improvement Board, <br /> operators of the Ramsey Park and Ride facility,the Anoka Traveler,the MnDOT Passenger Rail <br /> Office,as well as staff at MnDOT Metro District. <br /> The project supports the COR Master Plan,as well as the livable community goals of the City of <br /> Ramsey,which are guided by the Metropolitan Council. The energy efficiency improvements that <br /> will accrue due to the increased opportunities for alternatives for travel by pedestrians and bicyclists <br /> are supported by Anoka County,the City of Ramsey,the Metropolitan Council,and the Statewide <br /> Health Improvement Program,which seeks to eliminate barriers to healthy living. <br /> Results of the Benefit Cost Analysis <br /> The summarized results of the Benefit-Cost Analysis shown below in Tables 3 and 4 reveal that the <br /> collective benefit to vehicle operators on CSAH 56/Ramsey Boulevard in both travel time and <br /> operating cost savings outweigh the cost of constructing the proposed project. Using a discount <br /> rate of three percent,the benefit-cost ratio is 1.21;using a discount rate of seven percent the <br /> benefit-cost ratio is 1.06.
