Project Readiness <br /> Technical Feasibility <br /> The project is technically feasible based on the preliminary engineering work completed to date. In <br /> accordance with federal and state guidelines,a Value Engineering (VE) study will be completed as part <br /> of the project development process to verify that the design is feasible and cost effective. Final <br /> construction plans will then be advanced to completion. The final approval process will involve a <br /> technical review by staff from various agencies including Anoka County,MnDOT,City of Ramsey, <br /> BNSF Railway,and private utility owners including power,gas,electric, and telecommunications <br /> systems. <br /> Financial Feasibility <br /> The project is financially feasible as demonstrated by the table below which shows each partner's <br /> financial contribution to the proposed project and the estimated cost of each phase of project <br /> development. <br /> Project Schedule <br /> A Federal Environmental Document will be prepared during this project to ensure that all project <br /> partners meet all of the NEPA requirements for this roadway construction project. <br /> A preliminary design effort will also be completed and project partners plan to have complete <br /> detailed project construction plans for work to begin in May 2018. <br /> All segments of this project,including right-of-way acquisition,will be ready by November 2017. <br /> Following is a list containing the project schedule,milestones and details: <br /> Table 6:Project Milestones <br /> Date Milestone <br /> December 2016 Environmental assessment/prelim.design complete <br /> January 2017 Award final design contract <br /> September 2017 Final design complete <br /> October 2017 Right-of-way secured <br /> November 2017 All design/right-of-way requirements complete <br /> January 2018 Project bidding <br /> May 2018 Award contract/begin construction <br /> US 10/CSAH 56 FASILANE Application 25 City of Ramsey <br />
