Councilmember Johns stated that she believed the intent has always been that the community <br /> center would be a joint effort and not the sole responsibility of the City and therefore would like <br /> to keep the item included with that caveat. <br /> Mayor Strommen stated that perhaps the CIP is not the best topic to have the discussion of <br /> whether or not the community center is an option for the future. She suggested that the topic be <br /> a separate discussion and noted that the CIP would then reflect that decision. She noted that <br /> perhaps input from the residents should also be gathered as part of that process. <br /> Councilmember Shryock stated that she believed the item should stay in the CIP and agreed that <br /> the discussion could mold that item into another alternative. <br /> Councilmember Williams stated that she agrees with Councilmember Kuzma. She agreed that <br /> the Council needs to have a broader conversation on the topic of a community center and the <br /> options for the City in the future. She stated that the CIP is a goal document and stated that <br /> perhaps some of the planning elements would be better reflected in a separate document. She <br /> stated that the CIP does not seem to be consistent as it contains items such as a plow truck but <br /> then also includes grand scale items like a community center. <br /> Councilmember Johns stated that she would not want to see the item removed at this time as the <br /> residents may view that as the Council making a decision on the topic. <br /> Councilmember Riley suggested a discussion before taking the item out of the ICP. He believed <br /> that it would make more sense to discuss the item to determine if the item should be included. <br /> Mayor Strommen noted that the item is unfunded and therefore does not believe it matters that <br /> the item is included in the CIP. She agreed with the comments of Councilmember Williams that <br /> perhaps the City would benefit from a long-term goal document that could include items of that <br /> nature. She stated that this discussion should focus on the CIP and not the placeholder items at <br /> this time. <br /> Councilmember LeTourneau noted that there are other items included in the CIP that are also <br /> unfunded and are placeholder items for the future and therefore did not think the item should be <br /> removed at this time. <br /> Mayor Strommen noted that the CIP is intended to assist the City with long-term budgeting and <br /> did not think it is critical to put placeholders into the CIP. She noted that the discussion <br /> specifically around the community center should be a separate discussion. <br /> Councilmember Riley stated that at the very least perhaps the community center could be pushed <br /> out further than four years. <br /> Finance Director Lund suggested moving the item to 2026 as a placeholder. <br /> City Council Work Session /November 22, 2016 <br /> Page 2 of 5 <br />
