However, at this point, the Board decided to have all
communication with the Harers come from my office as opposed to directly from
any of the Board Members,
Subsequently, on October 25, 2016 correspondence from my office to the Harers
requested again that the Harers submit plans for any structures ori their property
to the Architectural Review Committee and that they again remove the animals
that are in violation of the Rules and Regulations from their property. Around
this timeframe, the Harers took to social media to complain about the action of
the Board Members and made unwarranted and inappropriate allegations against
specific Board Members, and in one instance a Board Member's spouse. In
addition, correspondence was sent to my office from the Harers making certain
inquiries regarding the previous letter as well as complaining about actions of
various Board Members.
In response, two things happened. Number one, I sent a follow up
correspondence to the Harers informing them of three things. First, that the
Board understands that a pig is housed on the property and that regardless of
any action taken by the Board, Ramsey City Code disallows possession of pigs on
lots that are less than 3 acres in size. This would mean that the housing of a pig
on the property is in violation of the Ramsey City Code. Second, I indicated that
the Ramsey City Code indicates that if an individual wants to keep chickens on
their property the chickens must have an "exercise area." I indicated that any
structure or exercise area on their property requires plans to be submitted to the
Northfork Architectural Review Committee. Third, I requested that the Harers
stop making personal, derogatory, and inflammatory comments about any of the
individual Board Members and most especially their family members.
The second thing that happened was that the Board took the unusual step, which
is not necessary under the Governing Documents, and mailed out a voting ballot
to the Members seeking opinion regarding the housing and keeping of chickens
on property within Northfork. The ballots were accompanied by a correspondence
explaining the situation. Subsequently, the Board received numerous calls from
concerned Members about the Harers knocking on their door, unsolicited, and
asking them for and about their vote on these ballots. In response, our office
d
