no. <br /> Our Mission: To work"ettrer to resposibty grow our community,and to provide quality,cost-effective.and efficient government services. <br /> CC Regular Session 7.3. <br /> Meeting Date: 12/13/2016 <br /> By: Colleen Lasher,Administrative <br /> Services <br /> Information <br /> Title: <br /> Adopt Resolution 916-12-245 to Approve the City's 2017-2018 Union Contracts <br /> Purpose/Background: <br /> The most recent labor agreements with the American Federation of State,County and Municipal Employees <br /> (AFSCME),Law Enforcement Labor Services Patrol and Sergeants(LELS-Patrol)and(LELS-Sergeants)expire on <br /> December 31, 2016. Staff met with the City Council in several closed sessions to discuss contract negotiations <br /> specific to wages and health insurance and to address the other outstanding negotiations items. As a result of the <br /> meetings, staff reached a tentative agreement between the City of Ramsey and all three unions to settle the 2-year <br /> labor agreements effective January 1, 2017 through December 31,2018. <br /> Staff recommends that the City Council approve the 2017-2018 labor agreement with AFSCME,LELS-Patrol and <br /> LELS-Sergeants, as follows: <br /> Duration-All Unions <br /> 2 Years--January 1, 2017 to December 31, 2108 <br /> Wages/Cost of Living Adjustment-All Unions <br /> Effective January 1, 2017 --2%wage increase. <br /> Effective January 1, 2018 --2 1/2%wage increase. <br /> Effective July 1, 2018 -- 1/2%wage increase. <br /> Staff has accounted for the 2017 wage increases listed above in the 2017 budget process. The 2018 changes will be <br /> accounted for during the next budgeting cycle. Staff has reviewed the most recent COLA data and found these <br /> amounts to be on the conservative side compared to other similar sized cities. Staff recommends the COLA in order <br /> to maintain a competitive compensation package and proactively retain the city's talent. <br /> Health Insurance-All Unions <br /> The City is members with LOGIS (Local Government Information Systems)which is a consortium of Minnesota <br /> local government units. This consortium has many benefits including coverage by the group's health plan. <br /> Employees may choose a health plan that best meets their needs by selecting one of four tiers and choosing <br /> between three networks; or they may choose to waive the City's health insurance. <br /> Staff recommends approving the following 2017/2018 Memorandum of Understanding(MOU)for City <br /> contributions to health Insurance. <br /> 2017 --The City's monthly contribution to health insurance in 2017 is as follows: Employee only contribution is <br /> from$700.00 to$723.50, Employee and Children contribution is$871.60, Employee and Spouse contribution is <br />
