MEMORANDUM OF UNDERSTANDING <br /> BETWEEN THE CITY OF RAMSEY AND AFSCME <br /> ARTICLE 21 UNIFORMS <br /> This Memorandum of Understanding is made between the City of Ramsey and AFSCME; and <br /> WHEREAS, the City and the Union are parties to a 2017-2018 collective bargaining agreement; <br /> and <br /> WHEREAS; Section 21.3 and Section 21.5 of the labor agreement, shall be null and void while <br /> this MOU is in effect; and <br /> WHEREAS, certain EMPLOYEES wear clothing that is considered taxable under state and <br /> federal law, if provided by the City; and <br /> WHEREAS, the annual uniform stipend will be paid to these EMPLOYEES in one payment <br /> through their regular biweekly payroll disbursement on the second payroll in March. This stipend <br /> will be included in the EMPLOYEES' taxable earnings and applicable taxes will be withheld <br /> according to Internal Revenue Service; and <br /> WHEREAS; in the event any such items are lost or damaged through the negligence of the <br /> EMPLOYEE possessing said property, (reasonable wear and depreciation expected), such <br /> EMPLOYEE shall be financially responsible for the replacement of said negligently lost or <br /> destroyed item; and <br /> WHEREAS, members utilizing the City's uniform service are ineligible for the stipend; and <br /> WHERAS, the following information is an excerpt from the City's Personnel Policy and all <br /> EMPLOYEES are expected to adhere to the following: <br /> The dress and appearance of City employees has a direct reflection on the <br /> professionalism of our services. A neat, well-groomed employee will present a <br /> positive image of the City and demonstrate the pride of our City employees. Our <br /> appearance and attire have a definite impact on the way we are perceived by <br /> others and the confidence that customers have in our ability to provide quality <br /> services. <br /> Therefore, the parties met, negotiated and agreed upon the following: <br /> For 2017 and 2018, the City will provide a monetary uniform stipend to the <br /> EMPLOYEES in the following positions at the amounts listed: <br />
