Considerations and Assumptions <br /> The previous sections of this proposal provided an overview of the design process for the project. Together with the <br /> attached fee spreadsheet, a complete overview of the level of service is presented.While preparing the scope and fees, <br /> several assumptions were made and discussed with the City. These assumptions are as follows: <br /> • Survey information was obtained during a previous phase of design and will be provided to us for use on the <br /> project. <br /> • Geotechnical exploration and foundation design was completed during a previous phase of design and will be <br /> provided to us for use on the project. <br /> • Right of Way and property acquisition will be completed by the City. <br /> • Community outreach will be performed by the City. <br /> • Temporary Traffic Control: <br /> o Left and right lane closures (by time of day) will be used as needed for work in the median and on the <br /> outside of the roadway. A speed zone will be implemented when workers are present. The MnDOT <br /> Lane Closure Manual indicates we can allow a single lane closure from 9 am to 4 pm, and 6 pm to 6 <br /> am for Eastbound traffic and from 7 pm to 2 pm for Westbound traffic since the construction will be <br /> far enough away from the signal at Ramsey Boulevard. <br /> o A regional detour to I-94 via TH 169 and TH 101 will be implemented for actual bridge erection. <br /> Westbound and Eastbound closures of TH 10 will be required.The final detour route will be <br /> discussed with MnDOT during final design. <br /> o A short-term Riverdale Drive detour may be required during bridge erection. <br /> o A Traffic Management Plan will be required, although this is expected to be minimal and similar to <br /> other work we have completed on TH 10. <br /> o No crossovers of mainline TH 10 will be required. <br /> Future Work Phases <br /> The goal of our work effort is to prepare plans and specifications that are approved and signed by MnDOT.We <br /> understand the project will most likely not proceed to the bidding or construction phases at this time.As a result, <br /> future work efforts (not included in this proposal)that will be required are anticipated to include: <br /> • Potential update to the Project Memorandum, <br /> • Potential updates to plans and specifications, <br /> • Revisions to MnDOT project numbers based on funding type, <br /> • Permitting process through Lower Rum River Watershed Management Organization, <br /> • Bidding phase services, and <br /> • Construction phase services. <br /> The need and extents of the additional work are unknown at this time and will depend upon timing of future funding <br /> for the project. <br /> Submitted by Bolton&Menk,Inc.
