Because projects have different schedules, the construction start <br /> date for each FASTLANE grant will be specified in the project- <br /> specific agreements signed by relevant modal administration and <br /> the grant recipients and will be based on critical path items <br /> identified by applicants in response to items (iv)(a)through (c) <br /> above, and be consistent with other relevant State or local plan, <br /> including bicycle and pedestrian plans, economic development <br /> plans, local land-use plans, and water and coastal zone <br /> management plans. <br /> iv) Assessment of Project Risks and Mitigation Strategies. Project risks, <br /> such as procurement delays, environmental uncertainties, increases in <br /> real estate acquisition costs, uncommitted local match, or lack of <br /> legislative approval, affect the likelihood of successful project start <br /> and completion. The applicant should identify the material risks to the <br /> project and the strategies that the lead applicant and any project <br /> partners have undertaken or will undertake in order to mitigate those <br /> risks. Information provided in response to Section D.2.ii.fi-iv above <br /> should be referenced in developing this assessment. The applicant <br /> should assess the greatest risks to the project and identify how the <br /> project parties will mitigate those risks. The USDOT will consider <br /> projects that contain risks, but expects the applicant to clearly and <br /> directly describe achievable mitigation strategies. <br /> Page 33 of 48 <br />
