Merit Criteria For both large and small projects, the Department will consider the <br /> extent to which the project addresses the following criteria: <br /> a. Economic Outcomes <br /> Improving the efficiency and reliability of the surface transportation system at <br /> the regional or national level to increase the global economic competitiveness of <br /> the United States, including improving connectivity between freight modes of <br /> transportation, improving roadways vital to national energy security, facilitating <br /> freight movement across land border crossings, and addressing the impact of <br /> population growth on the movement of people and freight. <br /> b. Mobility Outcomes <br /> Improving the movement of people and goods by maintaining highways, <br /> bridges, and freight infrastructure in a state of good repair, enhancing the <br /> resiliency of critical surface transportation infrastructure, and significantly <br /> reducing highway congestion and bottlenecks. <br /> c. Safety Outcomes <br /> Achieving a significant reduction in traffic fatalities and serious injuries on <br /> the surface transportation system, as well as improving interactions between <br /> Page 37 of 48 <br />
