I
I

I
I

I
I
I
I

I
I
I
I
I
I
I
I

Ch~i~ Ippel stated that be talked to the ~eloper of Air Lake and he says
that an airport is like anothe~ utility a city h~s to offer like sewer anti
water, railroad, freeway~, etc.

(1~t~ Itl~l stat~fl that the O~ission also surveyed co. unities that
airport facilities and read the results of that survey to the a~ltence.

Oo~issioner Greenberg named several businesses that have located in Ramsey
because of the airport and a couple of others that will locate in R~ if
improvments are made to the airport.

~he (tm~ission then showed a video tape of Air Lake, Crystal, Anoka (bunty,
Princeton and Gateway.

~hairman Ippel stated that the O~ssion views Air Lake as a prime example of
what Gateway could be because:

1) Both industrial parks encc~ss about 1400 acres.

2. 50+ aircraft are based at Air Lake.

Chairman Ippel stated that Air Lake is an example of bow attractive an
industrial park can be if it is planned; there are about 2500 jobs provided in
that industrial park at Air Lake; the industrial park provides 29% of
Lakeville's tax base. It is this kind' of economic im~ct that would make the
airport feasible.

Chairman Ippel stated that another intangible benefit to having an airport is
that when Waste Management was in the siting process, they looked at acreage
along Hwy. 10. After the hearing examiner finished his study, his proposal to
Waste Manag~nent was a very small portion of area versus what had been
proposed; the reason for the reduction was the airport location. Should that
airport mot be there, that area would go back into hazardous waste inventory
area. The other intangible is that the Federal Goverrm~_nt has determined that
landfills and airports are not compatible neighbors. FAA says that if.there is
an airport, there will be no expansion of the landfill because of height
restrictions and bird hazards.

Mr. Douglas Fountain inquired if the airport would preclude the possibility of
Site P being selected.

Chairman Ippel replied that it would.

Mr. DeLuca inquired as to the airport annual maintenance and operation costs.

Mr. Otto replied that other facilities, similar to what Gateway would be, have
operating and maintenance costs of $15,000-$17,000/year; the city would be
eligible for up to $5,000 in State funding for maintenance.

Willard Breu - 7213 153rd Lane - Inquired as to what is included in that
$15,000-$17,000.

Mr. Otto replied that it includes insurance, electrical service, mowing,
May ~, 1985
