Mr. Breu stated that he is not against development but he happens
to live off the end of the runway and increased airport useage increases the
risk factor.

Mr. Otto replied that the entire surface around the airport is restricted 150'
above airport elevation; there is land use safety zoning and Zone A is an area
of no development extending 2200' from the end of the primary surface; Zone B
has specific land density restrictions, types of uses, etc. Zone C has general
restrictions like not allowing oonstruction of anything that would create
electrical disturbances, ex,cd 150' in height, etc.

Mr. Steve DeLuca - Inquired if envirorm~ntal impact study would be done on the
airport and what would the timetable be; Anoka Gounty has begun the
environmental impact study for Site P.

Mr. Otto replied that the envirorm~.ntal /mpact study cannot be initiated until
City (buncil makes a decision to approve the airport master plan; this means
that an EIS cannot begin for about 3-5 months.

Mr. DeLuca inquired if selection of Site P preclude airport develoIm~nt.

Mr. Otto replied that the selection of Site P would threaten the airport
future; that his under~ng is that the landfill will cease to exist in 7 to
10 year time frame unless expansion is all~wed.

Mr. Fountain stated that Anoka Gounty is going to have to make a landfill
inventory site selection by 1987 and it might be Site P.

Chairman Ippel stated that the ultimate siting oomes fr~m Metro Gouncil and
they will make their selection by 1990.

Mr. DeLuca noted that if incoming volu~e oontinues at it's current rate, the
landfill life is projected at 2 years.

Mr. Fountain inquired if the Airport (Imnission _ba_~ information that Site P
will not be selected.

May ~, 1985
